How do you unlock the garage?

I'm 20 hours in and nearly half way through Act 2 but I still can't buy or keep any cars. I don't have access to "V's car" and the call vehicle button is still red, in addition the game freezes and then kicks about 150m in a random direction if I try to buy a car so the only garage car I've been able to drive is Cyberpunk's batmobile. Is there a quest I need to do or do I have to wait until Act 2 is finished?

Any help would be much appreciated

There is no garage , you can buy vehicles , but cant steal none.

This aint GTA. You don't keep what you jack. You get Car sells from your Fixers(ala do more Gigs & Side Missions). I have Achievement for owning all the cars. You just hit your V key, select what ride you want. It drives to you...cuz you know smart cars.

Your initial car gets incapacitated due to story events during Act 1. After Act 2 starts, you'll start getting calls from fixers offering to sell you cars. Once you buy a car, it is stored and can be summoned via your phone. Stolen cars cannot be stored.

Once you open Act 2 you can "retrieve" your car from the parking garage (is actually a quest) at which point a delemain cab will total it which leads to one of the scavenger hunt quests...AFTER you start this quest however, you will start getting offers from people willing to sell you cars.

Depending on how high your street crowd is, fixers will message you selling you vehicles. You can’t keep cars you steal, you can’t buy garages.
