RDR2 is decently optimized and runs on both Vulkan and DX12, optionally.
Cyberpunk 2077 is supposedly going to run on DX12, but I'm not sure if Vulkan will be an option at launch. Also we don't know anything about optimization, since it's not released.
Red Dead Redemption 2 PC recommended requirements:

Basically splitting hairs on em, since both requirements are nearly the same components. If you can run RDR2 you'll be able to run Cyberpunk, unless optimization is tanked which is unlikely yet not impossible.
I hope that's the case, I've seen RDR2 run on a 1050 TI so I'm hoping that Cyberpunk can also run, been getting mixed opinions
I agree though that if you can run RDR2 well the chances are good that you will be able to run this as well. (With the exception possibly being if you are significantly below minimum spec, because we don't know yet what fps CDPR are targeting.)
you can play almost any game with a 4 thread CPU (sandybridge or better to be sure)
and DX11 GPU, GTX 400 or AMD ati 5000 series depending on the game (DX 12 to be sure)
So sometime off for a true compare, but how well they are designed also plays with damand.
Not sure why anyone would think its a good comparison tbh.
I can run rdr2 on mostly high/very high settings @60fps, but not on 4k for example.
I have a feeling, as cyberpunk was always meant for PC first, that it will very likely be way more optimised or it has more "tricks" added to it to run better with less.
As im sure they had to overhaul alot of coding to make it run at all on the previous generation of consoles, specially the ps4 and the Xone S, which are pretty weak machines nowadays.
Even the pro and the Xone X will struggle keeping a steady 30fps.
Not sure if the specs are already leaked for the november release ...
Probably just fine on 4k 60fps, just like it will on the Series X.
Funny enough i'm reading more and more reports that heat is a serious problem for the series X, something i did not expect to be honest.
And now the ps5 seems to run really cool and quiet according to at least of the 'sneak peeks' we're getting out of Japan.
Which doesnt surprise me now i've seen the Sony break down of the hardware of the PS5 they released an hour or two ago.
Its huge and the thing is like 50% dedicated to cooling lol, its like crazy almost.
So series X, better out of the box in terms of backwards compatibility and somewhat more powerful on paper, but slower SSD, runs RDR2 pretty good from what i can tell. (not sure if it does 60fps just like that, but looks like it does!)
PS5, i see no reason why it cant do the same, but there is simply no data available, no live stream tests they are showcasing like microsoft is doing, its just impossible to really know right now.
