The PS5 and Xbox Series X/S will get free patches sometime next year that implement ray tracing and other next gen features. At launch though, yes, it will just be enhanced backwards compatibility. However, that enhancement isn't negligible. You can see a comparison between Xbox One X and Xbox Series X screen space reflections, and the difference is pretty striking.

That's still just backwards compatibility (e.g. what you'll probably see on PS5 too) so you're still getting a better looking game on PS5 than on PS4/Pro, just not with ray tracing and not fully "next gen" until next year. Just clarifying that.
We can't predict fps, because they haven't specified what fps they're aiming for with their various spec tiers, only what presets they recommend for given hardware. For a 2070 (same GPU I have) without ray tracing we can probably expect 1440p Ultra at a good frame rate. With ray tracing, we can probably expect 1080p Medium at a good frame rate, possibly High, but the 2070 isn't that much faster than the 2060 they list for RT 1080p Medium, so I prefer to err on the side of caution.
Firstly, having a laptop changes the equation slightly too. Because most laptops don't have full desktop RTX 2070's, but rather 2070 Max-Q GPUs, which perform considerably more poorly. But some have 2070 Max-P's which, all things being equal, on paper, are roughly on par with desktop 2070's. To see exactly what you have, in Steam go to Help and then click System Information. (That way we can know exactly what 10th gen CPU you have, too, which is relevant as well.)
But to answer your question, ray tracing is a graphics option within games themselves. So in the game you'll go into the graphics settings menu and tweak all of your settings. One of them will be ray tracing, and it will likely have individual settings, not just on/off but levels of quality, for ray traced lighting, shadows, reflections, etc. You can mix and match to achieve the best performance for your given system, one of the strengths of PC gaming.
