so the same one about the PS4 version being the 8th of Dec, a post that as the links says was deleted and its basically worthless as its not confirmed, does not give a time zone or hour for the preload and it does not talk about PC

here is a game from last month that had PS4 and xbox one preload 5 days before (well 5 days 1 hour)
Here's the problem with your theory, Cyberpunk CAN'T preload later than Dec. 8th, because it releases on the 9th. So your point is effectively moot.
PlaystationSize is not an official account of Sony or PS. It's an unofficial account that posts leaked file sizes and launch times. And the article you linked cites that as their source (and that tweet has since been deleted.)
Hence my saying, still not officially confirmed. Don't get me wrong, I think this is plausible and very likely to be true. But there's a difference between that and official confirmation.
Generally devs will announce preload times for games this highly anticipated with global launches. They said recently they're still working on confirming the exact time on Twitter. So I expect they'll give us an official announcement before too much longer.
