Do you think I'll be able to run this on i5-4460 and gtx 1060 6gb 60 fps on medium?

I believe you'll be able to run the game on medium high settings with this set up.

Basically, if you can run Witcher 3, you can run Cyberpunk 2077. It will be more graphically demanding, but not to the point where you'll need a 1080 ti just to play the game.

You will likely see FPS drops and stutters with the 4460 in citys and busy areas.

If you're using CPU-ID to check the bus frequency of your RAM that speed is not accurate.

800 Mhz is displayed because of how the information is passed through dual channels on the module. The effective speed is 1600 Mhz.

Yes it's 800Mhzx2 for 1600Mhz and is still slow RAM matched with a slow CPU that will cause slowdowns in big open world games with lots going on. Might need to be capped at 30-40fps to take pressure off the CPU.

Nah, it'll be fine. Cyberpunk 2077 is using the REDEngine 4.

This rig will drop FPS in the Witcher 3 in big busy city, and CP2077 will have much bigger, busier, and more complex citys that will be much worse than TW3. Also if you dont think the CP2077 won't use more cores and just resources in general than TW3 I think your in for a suprise.

The 4460 is an old and tired 4c CPU that is beat today by sub $100 CPU.

Well maybe if I turn down options that are CPU heavy I could play the game in 60 fps? I know that the cpu is old and thats the reason why im asking, cuz it may not be able to run cyberpunk nicely

Unless you can turn object rendered on screen down so the city seem empty, maybe. The CPU cares not about resolution or any other settings really other than what object are on screen it needs to send drawcall to the GPU for with physics on top of that.
