Basically, if you can run Witcher 3, you can run Cyberpunk 2077. It will be more graphically demanding, but not to the point where you'll need a 1080 ti just to play the game.

If you're using CPU-ID to check the bus frequency of your RAM that speed is not accurate.
800 Mhz is displayed because of how the information is passed through dual channels on the module. The effective speed is 1600 Mhz.
Nah, it'll be fine. Cyberpunk 2077 is using the REDEngine 4.
It's literally just the same engine as Witcher 3, but with more graphical support. The overhead will fall on the GPU, the CPU and RAM usage will be identical.
The 4460 is an old and tired 4c CPU that is beat today by sub $100 CPU.
