Only four states in the US criminalize it and federally it is only regulated in the production of pornography involving it. Doesn't make it moral, ethical or acceptable at all, but that isn't the purpose of laws anyway. Beyond that, this is fantasy content about a druid using magic to get kinky - by request of his lover. In setting it is likely risque but not unheard of, in reality games, like comics, are generally classified as art unless designed directly for sexual stimulation/gratification (which this scene clearly IS NOT), so there really isn't any basis on this.
I can't wait to see the expression on the squirrel, but it'll probably be someone else's playthrough. I'm all for absurdism, but I find romance arcs in games to be mostly a waste of time, getting in the way of the good stuff of the story. (Again, this is for me. If people wanna see polygonal pixel-banging, more power to them.) So, I really doubt I'll ever see it in my gameplay.

Maybe some of the people complaining are too embarrassed to admit that they will definitely go for the bear down protocol and want it stopped because they can't contain themselves. (There's a social custom where the fault is the presence of the temptation that doesn't seem to tempt most people. Weird, that.)
US Federal law has a specific section of its obscenity laws to address this. Section 1466A deals with “Obscene visual representations of the sexual abuse of children.” It specifies that: “Drawings, cartoons, or paintings that appear to depict minors engaged in sexually explicit conduct are deemed obscene.”
That varies state by state. There is also the stipulation that it needs to be indistinguishable from a real person.

Larian is a Polish studio. You'll have to report them in Poland. Also, please don't forget to report murder, as mentioned above, sexual exploitation, looting, war crimes, and an assortment of other offenses in video game fantasy worlds that religious faiths probably frown on. Maybe you should look for cozy games to play. They don't involve any of this, and this is a big world.
