You can also place a generator at electrical 3 without having the manual for it now. I believe the intent is to eventually be able to brute force recipes with levels while the manuals and mags will let you do it earlier. Otherwise I don't see how TIS plans for people to eventually be able to survive completely in the wild.
The professions are not done yet though so time will tell.

There are some recipes that require more, but you don't need much to start a stir fry or make a sandwich.
