Use of "equip secondary"? (build 25)
A weapon equipped on the secondary slot stays there in the small circle on the top left; however, there doesn't seem to be a way to actually use it or swap it or anything from there, and there's nothing in Options about a related key binding. Apparently the keys 1, 2 and 3 do autoselect the best weapon you're carrying in different categories, but that doesn't seem to have anything to do with what you've equipped.

So, what's the point of that secondary slot, and that second circle in the HUD? Is there something obvious I'm missing?

You can equip a bag there and have it help with carrying weight(for whatever you put in it) Not sure about weapons, you can also carry a bag in your main slot too for three total bags, good for when you have to carry a lot of things between safe areas.

Ok. It has nothing to do wiith weapons then, as in no reason whatsoever to equip them there? Sounds really counterintuitive if so

Duel weilding ingame isnt a thing, I believe like Wyn said, it's purly for carrying bags, the trade off is that two handed weapons are slightly less effective because they are only being carried by one hand. But you can carry more.
for now 2 things come to mind what you can do with secondary equipment
you can carry a weapon one handed (pan, basball bat, gun) and:
a bag
or a light source (candle or flashlight)

if you're looking for a "quick" switch of weapons, you can do something like that with the 1 and 2 keys, which lets you equip a melee or ranged weapon from your inventory

Two handed weapon are not "slighty less effective", they straight up do x0.5 dmg. Half. Yet still cost the same stamina (depend on weight).
It's always better to use one handed weapon over using two handed weapon in one hand.
