For now, you can use stone axes instead if you really want to use them as weapons. They are much more durable than in b41. They are especially good once you hit level 4 maint and level 4 axe skills.
As for sledgehammers, they aren't that useful anymore now, outside of doing home decoration. There's almost no point in looking for them.
That being said, did you just use the Fix interaction? Fixing only impacts the handle, but at the moment if you manually dismantle an item, it will break the handle but the head of the weapon will appear at 100% condition (Albeit dull, so will need sharpening). You can then attach it to a new handle and you should be back at 100% across the board.
I don't think this is an intended interaction, so it will probably change in future, and it might be inconsistent - But in my run I've been able to use it to salvage several damaged bits of equipment that I've pulled from dumpsters.
On a side note, anything with an edge (like even a kitchen knife) can be used to cut down a tree. Again, just attack it till it's "dead". I hope you brought a lot of knives though...

Regular or wood axes are just meh in comparison. I'm not talking about the default stone axe, they are decent. But the large one that is possible on level 3 knapping is beyond amazing.
It chops large trees in a few hits and I bet it would work great on Z too. Stats wise according to wiki it's something like 50% better than a fireaxe.
If you start with lvl1 knapping and foraging it's not terribly hard to reach level3 without books in a week or so.
The recipe has no skill or magazine requirements and takes a branch, a flint flake, and a rag as ingredients.
It's something you can craft on day one.
Stone hammers are similarly easy to make.
