This sounds like something for you.
It does not spawn new zombies, it instead makes zombies gather in a large group and then seek you out.
Beyond that, if you want true megahordes even with zero respawn and a low pop rate, install this mod:

You can customize it for if you just want wandering hordes with no player homing or if they only home in on you for small periods of time and such to eventually lead them to your base without it being too predictable like having a set night you're waiting on or something, among other options.
It's pretty cool and I always use it because I think it's a more acceptable take on the same kind of system that the "rally group" default settings are supposed to produce.
The most interesting thing to me is that the hordes are made up of actual clusters of zombies coming into contact with each other and slowly forming hordes instead of the meta zombies all just being clustered together when they spawn initially.
It means you can potentially have bigger hordes than you could feasibly ever encounter in the base game but without the oddity of zombies just sorta huddling together, they'll still meander around and whatnot but they'll typically stay within earshot of each other and start following the sounds of violence the player is causing.
Edit: Map was also as small as Muldraugh and Westpoint, which made hordes more intimidating when they wandered.
