As far as I know it's random. I personally found more than one while just out looting during a normal session. If you want a surefire place where you can get at least one you can always go to Louisville, there's bound to be one in a car park or on the street somewhere.

Every single one of these I've managed to inspect in multiplayer were <40% condition wrecks with 20% engine and no hood because you can't just swap a regular heavy duty type hood on them.

It’s a fantastic vehicle when you get it fixed up. I find them in parking lots mostly. Found one at the West Point gun store, several spotted in Louisville when I was driving through exploring. I don’t typically find them randomly on the roads.

The mall near Louisville is almost guaranteed to have one, though there are quite the number of zeds there. If you stay far we ohhh from the building itself you might be fine though, depending on your settings. Could also try the parking lot of the warehouse in scenic grove. (I used to make my base there, now I’m using the military checkpoint on the way to Louisville because of the fence all around with the river on one side)

But yea mostly I find them in towns. Big towns or small, if there’s a business parking lot you might find one.
