This person is correct, you need a full propane torch because a single car wreck will take basically 100% of the fuel held within a torch.
I haven't find the source of my previous post, but my suspicion currently lies with Filibuster's Used Cars mod. Since the mod adds a lot of cars into the game, and can spawn as burned cars. The wrecks that cost above 10 units of propane seem to come from that mod.
I usually just take one torch and have a tank in the trunk of the vehicle.. disassemble, then stand at your vehicle's trunk and right-click the torch to refill. It will automatically take the tank, automatically refill the torch, then automatically put the tank back in the trunk. Do this til you have a few piles of scrap laying on the ground, then you can pull your vehicle up to the piles and transfer them from the ground to the trunk, instead of picking it all up and carrying it. Saves some time.
Oh and make sure you have a welding mask or it won't let you do it.
Full propane torch, welding mask in my inventory. Some cars I can some I can't, I'm unsure why but I am also having issues dismantling some cars.
Even resorted to emptying the car before hand (boot, gloves box) just to be sure but again some don't give me the option.

try to dismantle the other car wrecks. the ones you cant open the door. those you can. take off any good parts they might have first if you want to keep any good tires, suspension
As far as I understand (someone correct me if I'm wrong) there are three types of cars. There are the completely destroyed gray ones that you can dismantle, the normal ones that you can drive, and the "irreparable" normal ones. Those last ones are the only ones you can dismantle. Generally they have very strong damage on one of the sides... the chassis would be bent. Those that you show in the image, even though they are very damaged, have a good chassis... they can be driven and repaired perfectly, so you cannot dismantle them.
By the way, I recommend that you look at the quality of the engine of these cars. I found a majestic black Chevalier D6 completely destroyed (all parts in red), but with the engine quality at 100.
The Wrecks (the irrepairable crashed ones) often have some random 100% parts among otherwise 25-45% parts, but sadly you can never access the doors and side windows, even if they show up as 100%. I like to take the best 'mediocre' parts from the wrecks (the 40+% stuff) and put them on Junk cars, so that it makes them reliable enough to drive a long distance. They make good ditchable cars that way.
The Junks (the drivable ones) often have engine quality between 90-100 but overall condition of about 15% .. there are some less common Junks with 25% or so. In my experience, the fleet vehicles are almost always 95-100 engine quality; junk ambulances, police cars, etc..
