Everyone's infected makes it so that once you expire, you will turn into a zombie regardless of being infected by normal means.
Infection mortality option is just how long before you "turn" or "die" after being infected by a zombie.
Like you have said, with infection mortality set to never, once infected by a zombie you will never turn until you die by other means. Not sure if panic happens, fake zombie infection panics may happen?
With "Everyone's infected" and a set time on "Infection Mortality" (Like 1 mintue, 1 day etc) You will basically carry an inert zombie virus within you forever, so if you die it will take over and reanimate you. But being bitten or scratched by a zombie will "strengthen" this virus and normal infection event will take over and kill you by the set time. (I play by these settings, real nice stuff)
This is similar to the style of walking dead.
