Report a translation problem
If you're finding good things and you think it's too soon you'll probably want to try sticking to less affluent areas and avoid travelling. Modded maps or places like Louisville Cordon and Army Suplus are high value loot spots you can try avoiding too.
Try making your own sandbox settings too. Reduce loot to the rarest settings, set survivor cars / house stories on a lower setting, that kind of stuff. Then hope you don't immediately stumble upon a prepper zombie with a big backpack or spawn next to a safehouse, which can happen. Maybe even install that mod that slowly increases loot rarity as time goes on too.
If you feel your game needs adjusting, adjust it!
The military backpack is a bit better than the large backpack.
You can find them on army zombies or where army things are.
You can score a large backpack if you survive the encounter....
Ever see a tight pack of 20 zombies all in a ball?
In the middle of that dense cluster can be a large backpack zombie.

And bags can be found in places you can find bags normally.
Modded backpacks and bags will vary and I am not commenting on a modded game.
I have no idea how you'd even start to go about coding that. Go check the workshop. Maybe someone has something along these lines...but I doubt it. And there's no shot they put a system like this into the game proper.
Not that I think it should be done, just chipping in that it's really not the hardest thing to implement.
Cool. I have no idea, myself, coding wise. Still don't believe the devs would put this into the game proper, though. I believe they like the punishment/reward system of the current randomness.
They don’t spawn (on zombies) during early days unless you’re in a 6months preset thing.
Though have to manually add additional code to account for mods that add custom backpacks.
Should be doable without a doubt.
