Run around with a screw driver, and electronics you find, disassemble them. Of course the beginners books will help a lot with that. As far as mechanics go, you can find a junk car you don't plan to use, and take off the tires, the windows, and any other easy pieces. Even at 0 skill, you will still have a chance to successfully take apart the vehicle. You will of course need a jack, and a lug wrench to take off the tires, you'll need a screw driver to take out the windows.

Remember, you can fail in these attempts, you can break the windows, so I advise using cars you don't plan to use to increase your skill. If you find cars with keys, fill them with gas, bring them to your safe house and mess around with them. Use them as skill increases, not for transportation.

Hope this helps!

Even with a full skill multiplayer, leveling up Electrical is gonna take a while. Don't expect to get it from 0 - 2 in a few days.

with a fully read Electrical for beginners, it took me about an in-game week to get it to level 1

For electrical, disassembling TVs and such seems to level you up pretty fast.

Grab the mod for "Auto Mechanic", so you can at least have a drink, while your char repairs the car by itself.
Personally, I never go without any from the get go buff in mechanics, yet electrical is so ... underused, its barely worth taking. Just dismantle radios, tvs and watches, while having the book-buff. It takes a little, yet its fine into lvl 4-5 and you wont ever need any more.

Yeah Auto mechanic is a god send in terms of leveling Mechanics, since it automates your characters actions, dismantling and re-installing step by step instead of giving the orders manually which can get annoying.

Mechanics is a skill that requires a very high skill level to actually get interesting (maintaining sports cars and heavy duty cars, repairing engines), so I'd definitely get amateur mechanic trait for the exp bonus. Get your skill to level 2 by practicing on the beaters around your base, then try to get Car Zone VHS tapes and watch one of those once you have mechanics for intermediates finished. One tape should get you from 2.00 to almost 4, grind those remaining points on some regular cars and then read Advanced Mechanics. Once that is finished watch a second Car Zone VHS and it will take you straight to skill level 5, which will allow you to work heavy duty cars. Level 6 will come just naturally at that point and at that point you can start looting engines.

If you're lucky enough to find "Home VHS: Muldraugh AV Club" watching it will teach you how to craft a Makeshift Radio, very easy XP.

You could also add "Crazy Carl", its another mod, which brings in a tv-show about mechanics.

Drive the car with its bag towards the other cars front. Get out, go between the cars, push "V" and choose the according option.
