Remember, you can fail in these attempts, you can break the windows, so I advise using cars you don't plan to use to increase your skill. If you find cars with keys, fill them with gas, bring them to your safe house and mess around with them. Use them as skill increases, not for transportation.

with a fully read Electrical for beginners, it took me about an in-game week to get it to level 1
Personally, I never go without any from the get go buff in mechanics, yet electrical is so ... underused, its barely worth taking. Just dismantle radios, tvs and watches, while having the book-buff. It takes a little, yet its fine into lvl 4-5 and you wont ever need any more.

Drive the car with its bag towards the other cars front. Get out, go between the cars, push "V" and choose the according option.
