TBH being 2D doesnt invalidate the chance of rotate, as if you develop all 4 angles per item you can easily provide different views that should feel like rotations... You can check games like that.. one not too old is shadow tactics, while they use pre-rendered 3D models for most stuff, at the end there is no difference between that and this one... I think remembering other such Wild terra also haderotation option being totally 2D.
Now Zomboid uses 3d models for characters, maybe they could consider a rotation option... probably only a couple of elements such certain furniture would require a bit of work, but most modular assets already have all the elements needed for add such a thing.
