If you're looking for general info, the best place is industrial areas. I found a warehouse west of Riverside with enough materials to build the Taj Mahal.

For specific info, provide your location or check the map project website.
They seem pretty common in my game in sheds, garages, construction sites and the like. You can also try searching larger or utility-like vehicles for them.

Warehouses will be full of them. I looted the small one in Muldroh or whatever and found 20. and this was loot at rare.

Dismantle burnt out cars, unless that's a mod thing. At higher metalwork can get around 6 pipes and bars per wreck. The highway intersection south of Muldraugh is a good place to start.

Edit: Dismantling household stuff like sinks or showers also seems to give mostly metal pipes.

It's actually a vanilla ability, just tested it with no mods. Just need a welders mask and propane torch. Takes 20 uses per wreck, so I'd bring extra propane with you. Dismantling the smaller stuff like sinks is free though, so that might be better if you don't have extra propane tanks handy.

Bath/showers/sinks for pipes.
Traffic stop signs, the metal H-beams in construction sites, and the black metal fences (like the one next to WP town hall) give metal bars
