Do I need to buy the game twice to host?

So im fortunate enough that I got a second PC that I could use to run a dedicated host for zomboid with for me and some friends.
Wanted to set it up and get it working before configuring it fully and encountered an issue.
Steam tells me it will terminate the dedicated server running on my 2nd computer, if I start the client on my main computer, so basically because I purchased the game through steam, it seems I cannot run a dedicated host on a 2nd machine without purchasing the game a 2nd time?

Is there a work around or some way to download the dedicated server tool without re-purchasing the game on a 2nd steam account?

tldr: No you don't, you can download the server through SteamCMD with an anonymous login.
