Can you point to a web page which verifies this because other than you saying so, I can not find any info on this item.

i found mining hat light (i even think it the name of the item) in the military shop in Louisville"
Well not intending to get snippy toward you. You have been almost not at all helpful. The internet 'et all.' has not been particularly helpful on the whole either. If this is a real thing it ought to have a bit better documentation.
The Steam user provided a better search term which got me to reddit where actual info, correct or not, was found. Does not negate the concept this should be better documented in Wiki as Id believe it would be one of the most highly sought after items.
It is surprising then that if there is so much support and fondness for this game, why someone more dedicated wouldn't have done that already. Or, as is very often the case, one of the Developers could take it upon themselves to do it as there isn't a friggin manual available is there.
Yes...definetly this is something that the developers have time for, with all the stuff they need to do.
Also it is surprising that you are not willing to do it, yet are thinking that certain other folks should or must.
Such behaviour is one of the main reasons that many experienced and veteran players have stopped to reply to questions.
Because folks think they are obligated to do so, when a random steam user asks questions.
Doubtful but I may. I haven't gotten to the thing to verify anything I've found is actually true. Why am I being criticized for asking about an item which is very poorly documented, that by all accounts should be a high value goal? When I actually find it I'll be sure to say so at least here.
Side Note, It is not available to spawn in the Debugger that I can tell. I've slowly reviewed all the available items, no mention of this Mining Helmet Light.. nor any items which might be considered such a thing.
Update: Debugged to get over there and see, nothing found. I feel like this item does not exist at all. Unless someone can post a screen shot of it, it's been removed or never existed. Which again brings me back to my initial point, Why have a Mining Helmet with a Light graphic and no functionality. It's just bad design.
Digging deeper into questionable web sites it appears to be part of a Mod called Hydrocraft. I conclude that the in game default mining helmet is not intended to be functional.
