But like Tallasee said, best to get a minimum of 8GB RAM and and an NVIDIA or AMD graphics adapter in the laptop. An SSD would be great addition, but would probably push it into the higher range of that price.
Instead of putting down money towards a junky slow laptop, you're really better off just saving up for something a bit better. Besides, from what I've seen the $200 or less laptops both are generally pretty bad and yet also sell out very quickly so they can be hard to find, especially during the pandemic when more people are both stuck at home and short on money.
Yeah currently all laptops are either overpriced, or fly of the shelf, like there is no tomorrow or both. For any kind of gaming capable laptop you will need to pay a heavy price though, as the videocard shortage got them too, with the new mineing laptop rigs.
Desktop wise it does not seem that much different neither sadly. Allthough with an intel processor at least you would be able to run the game with its built in GPU, from the newer versions. But in the Desktop market it is also again the dedicated videocard/GPU/ that will be a damn hard find on a good price.
(I am suggesting intel because their processors contain iGPU, whereas if i recall well, AMD 3xxx and 5xxx versions do not., only the laptop editions do (so the 4xxx series as well), but those Vega-s should be okay for the game.)
