Ok, do you know how much? I can not find this information on the internet.
I can say that it's possible to jump a fence at low levels of strength but I don't know that anyone has hard numbers.
For a lot of the stuff you've been asking about you can get a cheat mod and try it out. Nobody else has done any serious stat testing yet for build 41 as far as I know.
You don't even need a cheat mod. The debug mode console will allow you to test out whatever you want. Every player has access to it just by adding -debug to the command line.
Feel free to test out any stat you want and mess around with traits, levels, items, etc. All of this can be tested in debug mode if you want to figure stuff out or try something out before committing to your actual play.
It is a good tool to figure out exactly what allows fence jumping and when.
Set your strength to 0, try it. Set it to max and set it to middle.
Set your fatigue to max. try it. Etc.
What if you are max inventory weight and try to jump?
Don't be afraid of the debug mode to check stuff out. What would happen if I did X?
Test it out in debug.
I wouldn't run the game I am playing with debug on, it would quickly become unfun (opinion here only - you may find debug mode is okay for you, and that's okay), but I would start a second save for debug testing and checking out the limits on jumping a high fence, totally acceptable and included in the game you bought.
Maybe its a build 41 thing only, I don't know...but you CAN jump high fences in the beta build. Hit E when next to it.
(You will drop any bag equipped in your hand though, which might mean live now without that bag or die by not jumping, and the other side of the fence might not be as green as it looked in the despair of panic)

I will try to figure out how to get debug tools to work, that was a good tip @Shady Allie. Thank you people. And you are correct @Sanctus, there are hardly any numbers. It is VERY surprising however since the game is very played by streamers and regular players as well.

I set a debug shortcut on my desktop for when I feel like playing around with stuff. That way I don't have to keep changing the parameters when I feel like chacking stuff out.
I imagine it applies only to moving your feet and not your vocal chords.
BUT...if you crouch in the beta build 41 and hit Q...you will "whisper"
A good tactic to try to separate one from a bunch that haven't noticed you yet.
if you use shout while crouched it will make less noice, more like a whisper for close range
If you are not exerted or tired, these are the skill requirements for jumping a high fence (holding e).
4 strength, 0 fitness.
0 strength, 4 fitness.
2 strength, 2 fitness.
1 strength, 3 fitness.
3 strength, 1 fitness.
So basically you need 4 in total from strength and fitness together.
