"Eerie Engrams
A new type of engram for 2023! Eerie Engrams have two uses. Players can crack them open individually for some treats, or use them as currencies for Hocus Focusing (which we will get into below).
How to Earn Eerie Engrams
Eerie Engrams will have a chance to drop upon completion of Haunted Sectors. Legend Haunted Sectors will have a higher chance of dropping Eerie Engrams.
Hocus Focusing
Eva Levante has seen what Rahool has been offering this Season with Exotic focusing and has decided that she'll offer her own spooky twist on the mechanic.
During Festival of the Lost, Eva will also offer players opportunities to acquire Exotic armor with four focusing categories in addition to the Legendary Weapons Eerie Engram focusing:

But it's like choosing between two evils. Now bright dust is given for seasonal challenges and battle passes and a little bit for bounties (which by the way have also been nerfed, I would like to point out. Previously, three vendors had two weekly bounties and each gave 200 dust). But now you can choose what you want to buy with silver. It's obvious why they changed everything, probably almost no one was buying those bright engrams because it was easy to get them for free and they were too generous with rewards.
I don't know, in a perfect world there shouldn't be either of those things in a game.
This is VERY different from OW2, because with OW1 it was a paid game where everything could be easily earned for free, whereas OW2 is a F2P game where Activision shoves $20 skins down your throat every login.
The loot box era meant you had no agency in getting what you want, and you can still get them easily nowadays (every 5 levels, do an AFK XP farm if you really want and enjoy 2-3 per day) and the current gear, while not in bright engrams, can be targeted purchases for Bright Dust. No RNG with new stuff you want, no grinding and hoping for the ornament you want, just do challenges and buy it when it comes around.
They didn't overall nerf Bright Dust gains with the removal of weekly bounties, because back then you could get 400 per vendor per character, so up to 3600 a week. Now, by doing all the vendor challenges, you can get 120 per vendor per character (throw in some repeatables you will likely complete on the way, round to about 150) and it's 1350 a week. While that sounds like a lot less at face value, we also now have Bright Dust in the pass, 7500 for free and a total of 10500 if you own it. Doing every F2P challenge in a season gives roughly 6000 Bright Dust total, with an extra 4000 for paid players doing 75 challenges.
The vendor change was not an outright Bright Dust nerf, but a rework. Would it be great to have Weeklies in addition to all the seasonal stuff? Absolutely! But overall the system has seen a shift from triple character grinding to single character grinding. People who only play on one are not missing out on a whole lot of extra BD because of the new system being centered on account-wide objectives.
