why should they?

The subscription-based games I am aware of cost more than Destiny 2 content. I get pre-order sale for Destiny 2 for $80.00 - $85.00, a $15.00/month subscription is $180.00/year.

destiny expansions go on sale all the time and are dirt cheap, they dont need to do subs

I'd rather pay $100 dollars a year ($85 through pre-order sites like greenmangaming) and not think about it further rather than $15 per month subscription I gotta pay whenever I want to play it.

See the problem there? :Dosh::Dosh::Dosh:

But regardless as Megumin's Husband said they run sales all the time and a new player right now can get all purchasable dlc for only $45. Why would Bungie or Sony want people to just hit and run the game for $15?

No it isn't. Paying a one time fee for the expansion and any other content is always cheaper than constantly paying monthly fees which could increase over time.

Also there would be retroactive issues. If someone bought every DLC day one and yet eventually needed to pay a subscription fee to access what they already bought, it would cause outrage that'd make vaulting look like a beloved choice.

Get someone in for free and have them pay a few bucks per DLC to play on and off is waaaay better than needing to constantly pay if you want to keep access. You know, despite being an MMO, it's nice to be able to take a break and come back without being welcomed by a paywall to log in.

Maybe they could add an alternative where you pay a fee to get full DLC access, but not require subs for old customers.

Honestly, the last thing the game needs right now is another type of monetization.
Subscriptions ♥♥♥♥♥♥♥ suck
