Does the The Light & Darkness Collection contain all dlcs?

Yes, as above does not have dungeons for Witch Queen and Lightfall.
The $30.00 bundle on Humbe Bundle is cheaper and the same stuff.

To many, not at all, they won't play them, to some very important.

They're optional end game challenges with unique rewards, buying the complete pack includes grasp of avarice so I'd suggest trying that first to see if you're interested in buying the others.
