They started charging because they doubled the number, two per expansion. It's my understanding that with the next one, we go back to getting one included for no extra money.
I bought every DLC up until The final Shape and refuse to pay anything more. I have spent HUNDREDS on this game becasue it WAS such a good game and HAD a great community.
Alot of the paid conttent from years ago is gone and can no longer be played EVER again.
Duality, Spire of the Watcher, Ghosts of the Deep, Warlord's Ruin, Vesper's Host, and Sundered Doctrine are basically their own content releases with their own story, title seal, exotic weapon and catalyst, and unique weapons and armor for that dungeon.
Going forward dungeons will be included in future expansions since they're consolidating the content purchase and release structure, currently as far as we know each expansion will feature a related raid or dungeon presumably on a rotating basis for example Edge of Fate will have a raid and Renegades will have a dungeon.
