I remember it has always been like this. You also couldn't play Scarlet Keep and Glassway if you didn't own Shadowkeep and Beyond Light respectively. It's very frustrating.

A core gamemode?
Do you not have access to regular strikes?
Gambit?
Crucible?
Iron Banner?
Lost Sectors?
Nightfall isnt really a 'core' gamemode.
It is an additional gamemode if anything.
You have access to a plethora of free strikes while some strikes are behind DLC.
You can't have everything in a free to play game that sells DLC content that adds more areas.
