Guardians are frightening to most normal humans. Deathless Revenants who protect, but also unleash catastrophic violence against those they dislike.
Guardians are not "good" per say, It is the influence of Zavala and Saladin that creates the unity, ethics and purpose of the Guardians, that created the City and (despite the odds) is gradually allowing Humanity to recover from the Dark Ages. Not all Light Bearers follow Zavala. The Drifter is the most obvious example, he too is a "Guardian" old enough to remember the Dark Ages, but he has his own agenda. Sometimes it aligns with that of Zavala, sometimes it doesn't.
Sometimes Guardians are revered, sometimes feared. Sometimes they act with self-less courage, sometimes with selfish greed. Guardians are humans. Humans are flawed.
Devotion inspires Bravery, Bravery inspires Sacrifice, Sacrifice leads ....
In past seasons there are many examples of distrust from the population vs the guardians.
Season of the splicer for example, and the factions turning against the guardians. There are lore entries of humans scared of guardians wielding stasis.
Those are just two negative ones I can think of at top of the head.
But its a mixed bag for sure! Both good, bad, indifferent, just happy to be alive, and everything in between.
Thats not really a good comparison.
Guardians are not enforcers of laws. There really is no central body that oversees the Guardians outside of the organization for lack of a better word.
During season of the splicer relations on all sides got strained and eventually the civilian leadership was exiled from the last city as now the vanguard is effectively in charge so there is no clear answer of "do normal people like guardians" because that is an extremely complicated question.
And now we've got the fact that the traveler gave the light to the hive in addition to more and more guardians casually wielding the darkness so a lot of people are probably starting to question the traveler and the guardians.
Now if the question was do people like the vanguard specifically then probably yes but guardians as a whole is extremely broad.
