They are pretty strong. They excel at range and has the most burst damage on team shots (2 players can insta kill you with pulse rifles if they fire at the same and hit their burst).

Hand Cannons can are still better though.

Probably because the perk Desperado was active which increases fire rate after reloading after a precision kill.

Imagine complaining that a slow firing pulse rifle needs a nerf just because of 1 perk that only activates after you get a kill with it..
