What CPU are you using, mine is a Ryzen 3800X
I have everything maxed and get over 200FPS in orbit when uncapped, but I cap at 120 and get down to as low as 80s for bit in some places. I normally don't even monitor FPS, game feels smooth so I don't worry. I have a 165Hz display so 165 would be nice, but not reasonable for me to expect that. I asked about the CPU, because if the CPU can't feed the GPU fast enough then the GPU usage will be lower than 100%, I think RAM can also impact that as well. So, in those times, is you CPU showing 100%?
If that is a K series CPU and you have an overclock, you might try removing the overclock. Sometimes what one might consider to be a stable overclock is only not crashing but performing worse than stock clock.
Same goes for RAM as the CPU.
One common thing to cause people issues is all those cool apps, do you have a bunch of things that launch with Windoze? Do you have security software, could your PC have been hijacked to perform some task, I heard that some can mask their use. I know someone who plays this on an FX 8350 with a GeForce 560 (no not 100FPS LOL).
