Destiny 2 is primarily a shooter, and even if it was primarily melee, it's not up to Steam to include it in any sale event, it's up to the publishers if they want to participate. And it's unlikely that Bungie would include it an any sale events. They occasionally sell specific DLCs for 25% or 33& off. And they usually have a bundle of some of the DLCs (atm it's the legacy bundle which includes Beyond Light, Forsaken and Shadowkeep, the vast majority of which is vaulted) which usually give you a around a 20-25% discount overall.
I never said anything about prices as I know full well that they're down to the publisher and whilst you're also right in that Valve can't force a publisher to participate in a sale they absolutely can set conditions on what games qualify to participate in a particular sale.
Given that practically the entire store recommendation algorithm is based on tags it's not much of a stretch to suggest they may use tags for other things such as sales.
