will ♥♥♥♥♥♥♥♥ engrams lose the power level?

(edit, no idea why it is censoring the word "f o c u s i n g" in title??)
it says i have a 1278 umbrol engram, but when i go into the focusing menu, it says i can focus it to a 1275 engram.
is this a glitch or will i actually lose some power levels through focusing it?
if so is there even i point to focusing if stuff is always going to be underleveled?

Don't have experience with the system this season yet, but last time focusing put the engram to your item level. This could bring them up, but if the umbral was a powerful/pinnacle drop it could also bring them down. That is my best guess, is that you got a powerful umbral engram.

Also, you know, upgrade modules exist, drops being lower power doesn't make them bad.

Yes, focus process can lose levels on some higher power engrams. Check the level that they'll focus down to and decrypt any engram that is higher if you want.

It also won't always be under level, Bungie made since changes a few seasons ago where legendary engrams can randomly drop high like a mini prime engram so most of the ones you get will probably be lower than the focus level.

They scale to your light. Do not focus powerful umbrals. This was the case I'm arrivals too.
