Player retention and engagement metrics.
Getting a bright engram will count as a "level" if you are capped out, so while it appeared as 111 they were just at 100 with 11 bonus engram drops. They didn't get anything reset, because they didn't have anything to begin with.
The only reason you got the "111" in Act 1 was the Engram perk, which we still have. You didn't lose a thing. This is an odd complaint.
