I want to do the dungeon I got all the dlc

why they pay wall the dungeon should be include it.

If you get the Lightfall Annual Pass edition cheaply, you'd get the Lightfall Dungeon Key that way.

Witch Queen's dungeon key is Eververse only, so there is no way around that, you have to pay the full silver cost (note that if you were to hunt around for game keys labelled as "Witch Queen's deluxe edition", these do NOT give you the key regardless of what the key reselling site says it will do).

They did a silver sale not too long ago, maybe hope for another?

Why should the dlc include it? It isn't tied to expansions and releases long after the dlc, the raids that release with the expansion and related it is are included.
