Bungie tried to be cute with the categories and it just ends up being confusing and irrelevant. I would've liked stuff such as "clown, hero, leader, sweat, clueless" as those are things I can clearly assign in a raid and know what to expect from someone but the internet likes to only give out participation awards these days and avoid negative things. Youtube used to show the thumbs up and down ratio but that was too negative so there's no way to judge a video's quality at a glance anymore.
Yeah it's weird. Topping PVP tends to get either Playmaker or Best Dressed, never the other one and topping PVE tends to get Thoughtful almost 100% of the time.
I give the best dressed to the one that looks like they put some thought into their appearance and the other two are random, unless everyone looks bad then they get the others.
Those rare cases I think someone earned a bad one, they get nothing. I think that MIGHT have been twice, one I can think of.
some one just afking the thoughtful one, but also the guy saving his super/heavy ammo for the boss.

Back on topic of the commendations; I have no idea whom did what best by the end anyway. And some are pretty nebulous, like being fun or kind. Given Destiny 2's effectively ignored in-game communication, your teammates may as well be A.I. teammates with a random value assigned to their inteligence.
