This isn't a Pay-to-Win game, it is possible for you to be competitive in PvP, or even in high end PvE. Do note though, most (though not all) high end PvE is behind Paywalls. And do note that paying players will have a lot more toys available to them.
But anyone, even FTP players can reach max light level, and have access to gear that is at least comparable.
If you're going to play for a long time though, or if you want to see most of the story content, you will need to spend some money.

you will also not be able to level past level 6 without lightfall dlc.
If you dont plan on ever spending money, dont waste your time with this game.
A ton of meta pvp weapons are frequently gated behind season passes or buying individual dungeons. Or maybe even impossible to currently get.
It's also about as balanced as fallout 76's battle royale mode.
