Yes you need to hit precision hits to be competitive most of the time (being in range is very important too) and yes you need to be fast as the game is very quick in terms of dueling and most used guns have time to kill below 1 second.
Score is entirely irrelevant in pve, the goal is to just complete the objective and as for people dying we can usually be revived infinitely so players will play aggressively because the biggest punishment most of the time is to just press/hold E.
That is probably something to also consider in the SBMM vs CBMM discussions. Sometimes it's not a matter of skill range, it's an issue of connection quality.
I don't know if damage resist chest armour mods don't work, but last year the percentage damage resistance straight from Resilience doesn't apply in Crucible. I assume it's the same this year. So you're only getting a few pips of health/shields or whatever from 90-100 resil.
There are cheaters
