Eramis and House Salvation used Fallen tech to allow them to harness and wield Stasis energy, so whilst they weren't given that power The Witness allowed it to play out as it served their purpose of getting the Guardians to also take up Stasis (fighting fire with fire so to speak). After repeated failures from Eramis there was no reason for the Witness to hold back on Stasis as not only was the cat already out of the bag but holding back would only put their troops at a a disadvantage.
So yes, The Witness is giving out Stasis like candy, why wouldn't they?
