It's terrible. Bad story campaign with cringe characters and filler story, simple and boring raid, unremarkable location which is suffocating to be in because of the level of opponents. The only good thing in the expansion is a new subclass and Quicksilver storm auto rifle. People say it's worth buying at a discount? Well, I think it's worth waiting for Lightfall to be added to a bundle with other expansions and THEN buy that bundle at a discount. This expansion is a scam.
If you don't want to spend money on a game, well ... this is definitely a game to avoid then. About 90% of the story based content is going to be behind paywalls. This game doesn't use a Whale-centric model. Everyone pays, everyone pays the same. If you're looking for a "free" experience then this definitely isn't the game for that. (However, I will also point out that FTP is a business model. No FTP game is really free. Every company that uses an FTP model has very, very carefully monetized every single customer, one way or another).
Is Lightfall "worth it"? Sure. That said, I don't enjoy it nearly as much as I enjoyed Witch Queen.
If you're going to buy anything, I'd suggest waiting for a sale, generally they happen at least once per season.
I recently got back into D2 after missing multiple seasons and 3 campaigns. Of the 3 newest ones Witch Queen was definitely a highlight but I didn't hate any of them. Light Fall is certainly frustrating, though I was excited for strand I will say being forced into it was numbing after a while. Outside of that the story is a bit lack luster, I guess I'm just not a fan of Osiris, but I still had a good time. The other characters outside of Osiris aren't as deplorable as others make them out to be- though they aren't great either.
If you want to play Destiny casually, you don't need this expansion. Strand is fun, it's rewarding to be caught up with the story if you care, but It really isn't a need if you are hesitant about spending money right now and have other DLC / Activities to satiate your D2 hunger. It's worth buying on sale, but as a hesitant spender I only buy D2 DLC on sale, even if it's Witch Queen / Forsaken level quality.
TLDR: Not as awful as the community would lead to believe (as far as my casual opinion is concerned) but I would advise waiting for a pretty solid sale if you too are a casual player and okay with being "behind" on some stuff.
Get it on sale for sure.

Ah the perfect D2 player, hates Destiny, calls Lightfall a scam, tells you not to spend money on it... but has 5,555 hrs under their belt lol. Never trust Steam reviews. Angry gamers just review bomb titles when they are butt hurt and disappointed... D2 players are the worst for this. Look at the recent discussions, Destiny is down for 2 hours for weekly maintenance, players go online and call Destiny the worst yet can't wait to get back to it.
At the end of the day, as with anything in gaming it's all a matter of perspective. If you have the spare cash and enjoy Destiny, just get it. Nobody here can tell you if you'll enjoy it or not and if it's worth your money.
