If you're playing over WiFi, try switch to a hardline connection.
Unfortunately choppy internet and network manipulation are near indistinguishable by the numbers. So its very hard to tell the difference when your the analyst checking the data.
Sadly people in general are petty.
If you are receiving this message, then it is indicating that your network connection is adversely affecting other users in game.
You stated earlier that you have a Moderate NAT. This can limit the pool of players you can connect to. While you may not notice an issue, they may see you either jumping around on screen, or lagging.
I recommend reviewing the Advance Network Troubleshooting Guide, linked below, to review what these NATs mean and steps you can take to resolve these issues. You want to strive for an Open NAT.

I have a home router to prevent exactly what bungie reveals in the article to be a security risk with opening ports either in uPnP and Port forwarding. I quote: "Opening ports on the router/modem may decrease the overall security of the home network" and "people with bad intentions can use malicious software to cause harm to a network if the UPnP setup is poorly designed within a router or modem."
All I am saying is that I've never had an issue with my NAT type before since games like destiny 1 first released on the console. The networking codes and disconnects seem to be an increasing bungie-end issue on PC due to unpolished content that reasonably just released just recently. So it seems that without truly investigating those reports, people that actually play the game legit get banned for no actual reason. I made my post not to argue with steam or bungie moderators, but to voice my frustration at a sloppy warning.

It's a problem on your end that you need to fix..or not.
You can keep blaming Bungie if you want, but that's not gonna get your connection fixed.
Besides, there are a lot of other security concerns that are more widely spoofed then opening your port to the internet, which every router does. Modern routers have firewalls in protection of this, because all routers are meant to connect to the internet. If someone wants in, they would find a way.
TLDR: While its annoying, how else is the game going to warn you other then a popup? They cant call you. They cant email you. Its all automated. If you enjoy the game and want to play it, its something you'll have to do.
I understand, but having an open NAT invites every neighbor and their dog access to my network. I'll attempt the port forward approach instead, even though every other game including halo which was first developed by bungie never provided me with this problem before.
