Same as all the other materials, something to collect and not think too hard about. If I had to guess they're just mineral deposits from Neptune's atmosphere.

If you just mean what are they as a quest objective then there the bluish crystals that can be found around the location, I'd suggest using ghost mods to find materials or chests.

Yeah they look like mineral deposits or crystals they are scattered literally everywhere in neomuna. I mostly found mine in the vex incursion area though.
