why was forsaken pack removed from legacy collection?

"Destiny 2: Legacy Collection (2023)" does not include "Destiny 2: Forsaken Pack". The earlier Legacy Collection did include it. Whats going on?

Because it isn't an expansion anymore and this way they can sell the 3 old full expansions in a bundle without raising the price of said bundle.

But you can still get forsaken, it is being sold separately now.
Did the Forsaken Pack lose its legacy status? Is that new content now?Why not just put everything that's old into legacy like it was supposed to be?
I just think it's a little bit weird to do it this way, but whatever.

It gives you the 3 old expansions for 20$ each, it's not over priced but our you think it is then buy stuff on sale.

It's the same price as it was before when not on sale, only now it has three expansions and not two plus a pack. It will go on sale too, just like the old one.

Because it doesn't have story content and now the legacy collection comes with all previous story content with the 3 previous expansions.

So why didn't they include Forsaken Pack as well? Does it hurt them that much to throw in a bundle that was previously there anyway? Not to mention the content is already 5 years old, come on, do you *really* need to milk every penny Bungie?
And what about the raid (one of the best in the game, too), a dungeon, all the insanely viable exotics (Anarchy, Izanagi, Ace, Fox, Chaperone to name a few) AND access to two Nightfalls which are in the rotation pretty often?
Besides, all my previous points still stand: Bungie is charging more money for less content, lack of Forsaken Pack and the price of Legacy Collection are not excusable by any means.

I mean the 2023 legacy pack is FAR better value now. It's the same price while including the second newest DLC instead of one that costs $5 or less while on sale.
