Pretty sure a dying CPU would lead to crashing, considering how complex a CPU is, especially being a 5800x3d.

My FPS tanks too sometimes. I noticed it more in the concourse area in Neomuna.

Only fps drop ive come across was the first strike when you go down into the neon data area, it dropped from 100 down to 60 and was a stuttering mess in the 70s until the boss was killed. Thats a 40 percent performance drop which tells me this expansion was rushed and not tested/optimized OR the engine is so junk they pushed it to far. Its probly a bit of both.

5800X at 4.8
5700XT at 2.1 if it matters or helps anyone.

I run the same CPU but with a 6700 xt and see frame drops, I think the game engine+the nature of this being a console port is starting to show it's age/limitations.
having this issue too and i'm on 4080 tier of GFN so its the engine thats janky, bungie has to implement a fix

nah, CPUs don't really starts dying, either they work or don't. At the current dimensions, a simple failure is enough to hard crash your computer and restart as soon as any moderate workload starts. It's absurdly rare for a CPU to die, if they pass the initial test it's almost guaranteed they will live for at least a decade.

I've noticed that the recent update also started causing random stutters, and I didn't even checked the Lightfall DLC yet (I didn't even bought it).

mostly the issue is in front of the monitor,...

im constantly on 144fps

with 2080ti @ 3840x1080

my personal opinion is that Destiny is just being it's buggy self. FPS drops and freezing were a thing for me especially since last season. Also seems like every update something is broken or buggy. I have little to no issue with other games on my PC.

Unhelpful and completely wrong. Literally nothing smart about this comment.

He clearly has a completely different generation of gpu/cpu/ram/nvme than you do.

You're comparing 2 things that are not the same . . . . . . . . . .

And that game optimization by itself depends on the system configuration like there is so many builds with random combos like ryzen cpus paired with a nvidia gpu for example. The only reason games run consistently on consoles it because every console is the same config, so it is easy to optimize for. Now try and optimize a game for a ton of random cpu/gpu combos, also have to watch the drivers as well. Bet you it will not be easy. And seeing this is a console port to PC, performance isn't perfect anyways.
