There is no "best" way. Just do any activity you happen to like, they'll drop. If not during an activity, then at its completion.

I highly suggest you farm any last dungeon boss or complete quick games such as certain crucible gamemodes as Mayhem etc.

I've heard that containment on the castellum drops umbrals rather regularly, though you may have to do the return to orbit and select activity again because not everyone just farms containment

But yeah, as others have said, just play the game, they drop surprisingly regularly. If you do nightfalls and strikes for about three hours, you'll probably end up with 20 engrams both prime and umbral

Some seasonal activities have bonuses that award additional umbral engrams but you'll need to have unlocked them.

If I remember correctly, back when they were first put into the game. someone figured out Umbral drops were tied to a timer and not any specific activity. They can pretty much drop for anything, as long as the drop wasn't on "cooldown".
