they've been repeatedly nerfed for months but have been meta literally all year. They never stopped being meta, apart from a few brief moments of brokenness from other weapons (DMT, Forerunner, telesto, etc), but were still always second best behind flavour of the week
Everyone is sleeping on it because it is not "meta"
That's because target lock resets if even one shot misses, making it nonviable at close range, while pulses are still the superior option at mid to long range. That fast ttk is nice on paper, but not very realistic in most PvP situations. It's pretty good in PvE though.
