Report a translation problem
When purchasing a DLC, you are purchasing a license to use that DLC on that platform. This is how DLC has worked for years and it is not under the control of Bungie.
DLC licenses do not transfer between platforms. If you plan on using the DLC on a specific platform, you will need to purchase it.
To play those on both, you need to buy on both platforms.
One exception is, you can use the gear you acquired from those DLCs while playing on Steam.
