Another example would be a subsistence and rampage on a primary weapon because as you get kills subsistence will reload the gun while rampage will give you a stacking damage bonus on kills.
As for doing more damage, there is tons of ways. Some exotic weapons have very high dps, so simply using them could be how. Certain supers are also very high damage, and there are often armor exotics to enhance them. Certain armor mods can increase your damage, such as being charged with light increasing gun damage. Utilizing buffs like Radiant and debuffs like Weaken help a lot with that as well.
Do you mean in PvP or PvE? PvE can have a myriad of damage buffs to make players seem like wrecking balls. In PvP there is less of that. But some players can't miss so it seems their damage is ten times that of yours.
