Is adept version always better?

Say if you could use the same waepon with the exact same perk but 1 is a adept is it still better slightly in stats?

Adepts weapons are generally better than their normal variants because of being able to slot adept mods. That said, a crafted weapon can be better than its adept variant thanks to enhanced perks and the ability to reshape it at almost any given moment.
