Is The Legacy Collection all the Expansions?

The Legacy Collection contains all the older expansions, yes. The Forsaken Pack (which is just access to Forsaken's exotics and some activities, the campaign is gone), Shadowkeep, and Beyond Light. It does not contain any of the Witch Queen content as you mentioned, the only other thing to mention is that it does not contain the 30th Anniversary content.

Wait. After looking it over again. If I want to be completely caught up on content, I have to get the Legacy Collection + Queen + 30 year anni... That's like 160 bucks.. Wtf Bungie.

On Steam with no sales, maybe. Its like 70 in total from CDKeys. You just have to browse around and not buy from the first place you see.

You don't need everything, start with Witch Queen Deluxe and decide if you want more on sale, 30th anniversary is totally skippable sense it is essentially just a random dungeon.

30th anniversary is not required to play dares of eternity. You just get additional stuff like armour ornaments you can unlock if you own the 30th pack.
