So a few weeks ago i made a post about this same problem and got a temporary solution but i got the problem again,as it shows in the picture:

What's your configuration? It looks like either FSR or DLSS (depending on your card) is working in overdrive honestly

You got the answer in that thread. There's no real fix because that's how the engine works. You can make it less obvious by increasing shadow quality. I have the same pixelation effect in that place when shadows are set to the lowest

As far as i saw there can be a fix because its not only on D2,it happens me too on Borderlands 2 and PSO2NGS

set texture quality to maximum, everything else to lowest they can be except shadows to second lowest. If you have a system capable, playing destiny 2 in 4k DSR is quite a visibility boost, tho it's quite the fps hit.

Soft shadows/lightning/SSR is usually a problem from what I've seen. In our case we have lightning source under steep angle, it is far away, reflective surface is involved and most shadows are low quality in general despite being max in game. FSR uses lower resolution as source, so it's obvious why it can cause the same effect too.

So you don't normally have it on? i don't know how people that do use it can stand it. Blur is bad enough but it's also discoloration and I assume people with it on just get used to it and don't realize it can be disabled.
