All DLCs are standalone DLC and do not offer any of the older DLCs.
The only DLC that has a bundle is the Legacy Collection, which include Beyond Light, Shadowkeep and the Forsaken Pack.
You do not need to purchase any of the DLCs immediately to start playing again.
Old content gets removed eventually. Not worth the investment at full price. So if you REALLY want *all* of it; then take advantage of the sale now, but remember the aforementioned : old content gets removed over time and they (Bungie) has the right to as outlined in the fine print.
Did you not know, they said they aren't removing any more expansions? Seasonal content will go after the new expansion releases and has it's own season though.
I myself have returned to playing Destiny 2 after a 3 year break. My last game was back in the days of Dreaming City.
A lot of things have changed for the positive, but also a lot for the negative. It will definitely be hard for you to find your way around as soon as you enter the game, because there's just too much newness. Some places are different, some characters are simply not in the places where they have always been. And the storyline is a bit different to the one we had.
As for the DLC, I bought three. Shadowkeep, Beyond Light and The Witch Queen. Shadowkeep, is okay in terms of story, but the missions are sleepy. Beyond Light I've only just started, but I've played a bit of The Witch Queen (that's how I started playing out of sequence) and I'm delighted with this DLC. It really looks great so far, so you should definitely focus on just the DLC and nothing else.
I haven't purchased Lightfall yet but I already know that Destiny 2 has brought my gaming joy back. I regret not following this game after finishing Dreaming City.
So my opinion, as a gamer who is back after 3 years and has been playing Destiny 2 for 4 days now (practically all the time) it's worth buying these three DLCs for the story and plot to know what's going on and how the story turned out. (Or you'll be like me, playing The Witch Queen and not knowing completely what happened before :P)
EDIT :
It's also up to you whether you want to invest the money in the DLC or, however, play Destiny 2 for a while first and see if it's worth it. A lot of places you won't be able to access due to the lack of DLC, but like any game, it has to make money somehow.

I forgot to add that I have heard (regarding the Deluxe Edition of The Witch Queen and Lightfall - that it is good to have them both in the Deluxe Edition. Apparently they add a lot, but you'd have to check that out individually. I personally bought the Deluxe Edition of The Witch Queen). But as I say, it's a question of whether you want to play Destiny 2 and whether you think it's worth the money - and you can find out for yourself by playing or listening to a video showing the differences between the basic DLC and the Deluxe version.
Legacy collection for Forsaken, shadowkeep, and beyond light
Witch Queen Deluxe + 30th anniversary for the newest expansion, 4 seasons, and 3 dungeons as well as some cosmetics from the dares of eternity stuff.
Lightfall annual pass is for next year's content.
